How do you workout your Lower abs?

Well, I’ve done Bicycle exercises, captain’s chair and vertical leg crunches, I have strong upper abs, but my lower abs seem to just be a pudge, I can flex my upper abs but don’t feel my muscles tighten on the bottom, I want to balance my stomach before I overwork my uppers.
