    Hi, that is true. You can still build muscle even though there is a layer of fat covering it. To lose the layer of fat, you need to eat a healthy portion controlled diet and do regular exercise, especially cardio exercise.

    @LaNanurXxX if you allow me to answer this, i’ve read about this too and that’s why if you want to get into shape, you don’t only exercise but you also need to have a diet, one that helps reduce fats. :)
